    Introduction 
   
  
   
   
               At its September 2003 meeting in Mexico, the Inter-American Committee
            on Ports of the Organization
  of American States agreed on
  the need for a Western Hemisphere
  Port Security Conference. Its
  objectives will be to provide
  technical training and assistance
  to the 34 OAS Member States in
  order to:  
      
        -  Identify
            ways of improving security
            in port facilities 
 
        - Develop
            an inter-American Security
            Plan that takes the
            particular needs of
            the ports of the Americas into account in complying with new international
            regulations and standards set by the ISPS code due to come into
            force on 1 July 2004.
            The Security Plan will
            be based on a public-private
            sector alliance. 
 
             Participants will include
      representatives from national
      governmental port authorities
      of member countries and their
      security officials, together
      with managers, security officials
      and recognized security facilitators
      from their ports, experts
      and executives from private
      firms and organizations in
      the sector and representatives
      form relevant international
      organizations and agencies.
